Banks and financial institutions
Wholesale banking, investment banking, Islamic finance and specialised finance.
A new international financial jurisdiction in the Sultanate of Oman for investment companies, funds, family offices, FinTech ventures, asset managers and cross-border structures.

Project status: IFC Oman was established by Royal Decree 8/2026. Its phased launch is officially expected by the end of 2026. RUSOMAN GROUP is already conducting preliminary project qualification and preparation; actual applications depend on the opening of the relevant procedures and the rules in force.
The International Financial Centre of Oman is a specialised jurisdiction for cross-border financial, investment and professional services. Established by Royal Decree 8/2026, the centre is an independent legal entity with financial and administrative autonomy.
The IFC Oman model is built around a separate Common Law framework, independent regulation and specialist dispute resolution. The laws of the Sultanate of Oman continue to apply to criminal matters, AML/CFT, cybercrime and certain tax regimes.

IFC Oman, mainland Oman and free zones serve different purposes. The right choice starts with the business model, clients, regulated functions and required operating infrastructure—not merely the name of the jurisdiction.
| Criterion | IFC Oman | Mainland Oman | Free Zones |
|---|---|---|---|
| Primary purpose | Cross-border financial, investment and professional services | Operations in Oman’s domestic market and abroad | Trade, logistics, manufacturing and projects within a specific zone |
| Legal environment | A separate Common Law system within the centre’s mandate | Oman’s general corporate and commercial law | Omani law together with the relevant zone’s rules and incentives |
| Regulation | IFC Oman’s own regulator for activities conducted in the centre | Omani ministries and sector regulators | Zone administration and relevant sector authorities |
| Typical projects | Funds, Family Office, FinTech, asset management, treasury, SPV | Trade, services, consulting, construction and local operations | Import/export, warehousing, logistics, manufacturing and regional distribution |
| Key question | Is the activity regulated, and what authorisation will be required? | Which commercial activity and licence fit the business? | Does the selected zone fit the activity, premises and customs model? |
We begin with an analysis of the proposed activity—not with formal registration. This determines whether a corporate structure is sufficient, whether regulatory authorisation is required, and which capital, management, substance and compliance requirements may apply.
A corporate structure for cross-border, investment, holding or professional activities.
Qualification of a project whose activities may fall within Financial Services or Ancillary Services.
Funds and management structures for private equity, venture capital, real estate, infrastructure and alternative investments.
A structure for owning and managing family wealth and international assets.
Preliminary assessment of payments, RegTech, InsurTech, WealthTech and digital-finance projects.
Companies planning to manage investment assets, portfolios and private capital.
Structures for asset ownership, joint ventures, real estate, project finance and investment transactions.
Corporate, compliance, legal, audit, valuation, consulting and corporate-finance activities.
Preliminary qualification of a non-standard financial, investment or corporate model.
Describe the business model and we will identify a preliminary structure and possible regulatory perimeter.
The process will be refined as IFC Oman rules are published and enter into force. Preparatory work can begin in advance.
We review the activity, owners, clients, operating geography, financial flows and revenue model.
We compare IFC Oman, mainland and free-zone options and determine the corporate form and participants.
We assess whether the activity falls within Financial Services, Ancillary Services or an unregulated model.
We prepare the corporate, KYC and regulatory package, including process and governance descriptions.
We support the application and communications once the relevant registration or licensing procedure opens.
We assist with banking, office, substance, compliance, residency and operational matters within the agreed scope.
There is no reliable single price before project qualification. Costs depend not only on registration but also on the regulated category, capital, office, management, compliance and annual maintenance.
Describe your project and RUSOMAN GROUP will make a preliminary assessment of the suitable structure and whether a financial licence may be required.
Most investors know what they want to do but are not expected to know the exact regulatory category. Describe the activity and we will assess its fit with IFC Oman, possible structure, regulatory status and preparation requirements.
These answers are based on the published institutional model and the status available as of September 2026.
The International Financial Centre of Oman is a specialised jurisdiction established by Royal Decree 8/2026 for international financial, investment and professional services, with its own legal and institutional framework.
The launch is phased. At this stage, a project can be qualified and its structure prepared, while an actual application depends on the opening of the relevant registration and licensing procedures.
The announced areas include banking and capital markets, asset and wealth management, funds, family offices, FinTech, corporate treasury, specialised finance and professional services. The precise category is determined under the rules in force on the application date.
A licence may be required for a project providing regulated financial or ancillary services. The outcome depends on the functions, clients, revenue model, asset management and other elements of the business model.
Funds and alternative assets are among IFC Oman’s announced areas. The fund form and requirements for the manager and investors will depend on the applicable rules.
Family offices and private wealth managers are included in the official model. The structure depends on the assets, management functions, beneficiaries and whether regulated services are required.
FinTech and digital financial services are part of the IFC Oman model. A specific activity—including payments or digital assets—must be assessed against the rules in force and the regulatory perimeter.
The tax treatment must be verified under the legislation and rules applicable to the specific structure. We do not recommend building a financial model on unconfirmed promises of incentives.
IFC Oman is based on a separate Common Law framework. Omani law continues to apply to certain matters, including criminal law, AML/CFT, cybercrime and certain tax regimes.
Yes. The founding model provides for independent IFC Oman courts and a separate dispute-resolution system under Common Law.
Company registration does not itself provide automatic residency. The immigration route must be assessed separately according to the company’s and applicant’s status and the rules in force.
Cost depends on the legal form, activity, licence category, regulatory capital, office requirements, management, compliance, auditor and annual fees. A preliminary estimate is possible after project qualification.
Timing depends on the actual launch of procedures, the activity category, document readiness and whether regulatory approval is required. It would be misleading to promise a fixed timeframe before the applicable process is published.
Yes. We conduct preliminary qualification, help select the structure and prepare documents, and support engagement with the relevant registration and regulatory authorities within the agreed scope of services.
If you are considering IFC Oman for a company, investment fund, family office, FinTech venture, SPV or another financial structure, begin with a preliminary assessment of the business model.
